The present invention relates to an anti-inflammatory composition comprising a Caryopteris incana extract as an active ingredient which has been fermented with Lactobacillus plantarum to obtain an increased inflammation inhibiting effect, and a preparation method of the anti-inflammatory composition. The present inventors have confirmed that the Caryopteris incana extract fermented with Lactobacillus plantarum effectively inhibits an inflammation reaction of cells and has low cytotoxicity compared to a non-fermented Caryopteris incana extract by reducing expression of an inflammation mediator induced to lipopolysaccharide (LPS) in Raw 264.7 cell. Therefore, the inflammatory pharmaceutical composition according to the present invention is expected to be able to secure an excellent oriental medicinal resource having high productivity of a pharmacological active compound and enables a Caryopteris incana solid-fermented extract to be useful as an excellent material for developing a new anti-inflammatory agent or a health functional food composition for alleviating inflammation by establishing a fermentation system, thereby reducing toxicity of Caryopteris incana and increasing inflammation inhibiting activity.
