The present invention discloses an apparatus and a method for predicting a degree of a risk by a forward vehicle. According to an embodiment of the present invention, the apparatus for predicting a degree of a risk by a forward vehicle comprises a processor and a memory connected by the memory. The memory stores program commands capable of being performed by the processor to receive a front image through a camera, extract a driving state, characteristics, and a driving record of an interest vehicle contained in the received front image, determine an inclination of a driver of the interest vehicle by using the extracted driving state, the characteristics, and the driving record of the interest vehicle, predict a degree of a risk by using an accident causing probability in accordance with the determined inclination of the driver, and output a warning in accordance with the predicted degree of the risk.
