The present invention relates to a system for analyzing and extracting a civil complaint issue word and a method for analyzing and extracting a civil complaint issue word. The system for analyzing and extracting a civil complaint issue word comprises: a collection unit for collecting words of civil complaint written within a set period from a civil complaint bulletin board where a plurality of civil complaints are posted; a natural language processing unit for extracting characteristics of the words by receiving the words from the collection unit; a frequency extraction unit for extracting appearance frequency of the words extracted in the natural language processing unit and extracting an increase rate of the extracted appearance frequency; and an issue word setting unit for setting the words as issue words by assigning weights to the words when the increase rate is greater than or equal to a reference increase rate by comparing the increase rate with the reference increase rate. In addition, the method for analyzing and extracting a civil complaint issue word comprises: a step (A) of collecting words of civil complaints written within a set period from a civil complaint bulletin board where a plurality of civil complaints are written; a step (B) of extracting characteristics and information of the words from the words; a step (C) of extracting appearance frequency of the words collected within the set period; a step (D) of extracting an increase rate of the appearance frequency within the set period and comparing the increase rate with a reference increase rate; and a step (E) of setting the words as issue words when the increase rate is greater than or equal to the reference increase rate.
