The present invention relates to an object recognition and tracking system based on partitioned appearance information, which includes a plurality of trackers, a plurality of storage units, a determination unit, and an integration unit; and an object recognition and tracking method using the same. The trackers track a plurality of objects in each tracking region to extract location and appearance information of each object. The storage units each store the location and appearance information of each object tracked from each of the trackers. When the object is dissipated in any one of the trackers among the trackers and a new object is tracked in any one of the trackers among the trackers, the determination unit determines similarity between the dissipated object and the new object. The integration unit assigns the new object as the dissipated object when it is determined that the new object is similar to the dissipated object, and assigns the new object as a new object when it is determined that the new object is not similar to the dissipated object to integrate the objects being tracked. According to the present invention, it is possible to further improve the object tracking ability.
