The present invention provides an all-solid-state secondary lithium battery including: an anode including a first lithium lanthanum zirconium oxide (LLZO), a first conductive polymer, an anodic active material, first lithium salt, and a conductive material; a cathode including lithium metal; and a complex solid electrolyte layer between the anode and the cathode and including a second LLZO, a second conductive polymer, and second lithium salt. The first LLZO and second LLZO are independently a Ga-doped LLZO. The all-solid-state secondary lithium battery is capable of improving the cycling properties and discharge capacity by including the Ga-doped LLZO, the polymer electrolyte, and lithium salt as well as the anode and complex solid electrolyte layer. Moreover, through the manufacturing method, the all-solid-state secondary lithium battery is manufactured in a non-sintered condition including the Ga-doped LLZO, the polymer electrolyte, and the lithium salt as well as the anode and the complex solid electrolyte layer, and thus, the method is capable of reducing manufacturing costs, and also, reducing internal resistance by controlling interfacing reactions between active materials, between solid electrolyte particles, and between an electrolyte and an electrode.
