The present invention relates to a cement-based binder comprising: cement; 10-40 parts by weight of a slag-based admixture based on 100 parts by weight of cement; and 0.1-5 parts by weight of Na_2CO_3 based on 100 parts by weight of the slag-based admixture, wherein the slag-based admixture comprises a ferronickel slag, which is a byproduct produced in a ferronickel production process, to a cement mortar composition, a cement-based concrete composition, and a lightweight concrete composition using the same. According to the present invention, the ferronickel slag, which is an industrial waste, can be used to replace a part of the cement to be economical. The ferronickel slag can be recycled to reduce landfill cost and the binder is excellent in compressive strength characteristics, freezing and thawing, and the like.
