The present invention relates to a hot and cold water dispenser in which water of a water bottle is discharged in order, having: a first water collector (40) having a water inflow pipe (41), a water collecting pipe, and a water discharging pipe (43); a first valve (50) provided on a lower portion of the water discharging pipe (43) and opened and closed to discharge and prevent water stored in the first water collector (40); and an opening and closing member (60) installed in the water inflow pipe (41) so as to be stepped from each other. Therefore, the present invention provides an advantage of being possible to always consume uncontaminated mineral water.
