The present invention relates to a care plan service system based on bio-signal and symptom information, which generates a first two-way mapping relationship of a disease with respect to bio-signal/symptom information and a second two-way mapping relationship of a care plan with respect to a disease and applies to the first and second two-way mapping relationships for user care plan recommendation when a user exhibits specific bio-signal/symptom information. The present invention includes a mapping relationship generation unit generating a first two-way mapping relationship of a disease with respect to bio-signal/symptom information and a second two-way mapping relationship of a care plan with respect to a disease; a bio-signal/symptom receiving unit receiving a user′s bio-signal and symptom information; a care plan searching unit searching a care plan in first and second mapping relationship DBs by applying the user′s bio-signal and symptom information; and a care plan recommendation unit recommending a searched care plan. With the system, a care plan is recommended by means of a first two-way mapping relationship of a disease with respect to bio-signal/symptom information and a second two-way mapping relationship of a care plan with respect to a disease, and thus a care plan can be provided that provides more fundamental treatment based on user disease confirmation.
