According to one embodiment of the present invention, provided is an apparatus for diagnosing a power facility comprises: a terahertz scanner which outputs terahertz waves to a scanning area of the power facility and receives the terahertz waves which pass through the scanning area to obtain spectral images; and a diagnosis unit which detects an area in which the reception intensity is within a predetermined reception intensity range in the spectral image, and generates power facility diagnostic information based on the detection result.
