The present invention relates to a system for distributing and controlling the floor heating and a control method thereof. An embodiment of the present invention comprises the steps of: inputting basic data, which can be confirmed in a second book based on a heat use facility standard of Korea District Heating Corporation (KDHC), to a temperature controller; executing a heating characteristic learning algorithm for learning heating characteristics for each heating area; supplying a heating load to each heating area based on the heating characteristics for each heating area when supplying heating to multiple heating areas; and executing a heating load correction algorithm for correcting the heating load supplied to each heating area. Accordingly, a heating load is balanced in proportion to a heating area of each heating area, thereby executing optimized heating control. The step of executing the heating characteristic learning algorithm can derive the heating characteristics by artificial intelligence learning or direct measurement and calculation.
