The present invention relates to a vegetation retaining wall and a construction method thereof and, more specifically, to a vegetation retaining wall and a construction method thereof, wherein a chain link wire net and a stair-type front surface are used to increase an adhesion force of green soil and widen a moisture absorption area. Moreover, geogrid is used to form a counterweight fill structure, and a lightweight reinforcing wire net is used to simplify construction, reduce a period of construction, and easily supply materials. In addition, the stair-type front surface can be formed with a front surface frame having a simple structure, and the front surface frame can be reused.
