The present invention relates to a waterproofing material with heat insulation and thermal barrier performance using silica aerogel and an external waterproof construction method using the same and, more specifically, to a waterproofing material with heat insulation and thermal barrier performance using silica aerogel comprising 10-20 wt% of cement, 25-35 wt% of silica, 1-2 wt% of a colored pigment, 25-35 wt% of an acrylic polymer, 10-15 wt% of an EVA resin, 5-10 wt% of a water repellent and 10-20 wt% of silica aero gel or comprising 55-65 wt% of asphalt, 5-15 wt% of an asphalt modifier, 3-8 wt% of process oil, 15-25 wt% of a filler and 10-20 wt% of silica aerogel, and to an external waterproof construction method using the same.
