The present invention relates to a method and a system for managing personnel transfers capable of automatically simulating personnel transfers by considering conditions of employees. The system for managing personnel transfers comprises: a client which is an electronic device such as a tablet PC or a laptop; and a server including a processor implementing orders and a memory storing the orders. The client and the server can communicate with each other through a network.
