PPROBLEM TO BE SOLVED: To perform efficiently perform the personnel transfer of a whole company while ensuring information security between branch offices. PSOLUTION: A head office database retrieval device 3 selects transfer object persons satisfying a personnel reshuffle condition using a personnel information database 2 from employees belonging to the company, and classifies the transfer object persons to company-wide transfer object persons with the transfer range extending over the whole company and branch office internal transfer object persons with the transfer range being limited within their branch offices. The object persons are allocated to each branch office. A branch office personnel management device 5a forms transfer plans within each branch office for the company-wide transfer object persons and the branch office internal transfer object persons allocated to the branch office concerned. A head office personnel management device 4 determines transfer for each classified company-wide transfer object person in reference to the transfer plan for each company-wide transfer object person formed by each personnel management device 5a.
