According to an embodiment of the present invention, a control system for controlling traffic conditions based on CCTV images comprises: an image acquiring unit installed on the road to grasp a road condition and acquire a CCTV image related to the road condition; an image confirming unit receiving the CCTV image acquired by the image acquiring unit, analyzing the acquired CCTV image by using parameters set by being pre-learned with machine learning through an artificial neural network, and confirming whether an emergency vehicle is present through the analysis of the CCTV image; and a route information generating unit predicting the route of the emergency vehicle when it is confirmed that the emergency vehicle is in the acquired CCTV image as a result of the analysis by the image confirming unit, and generating route information to be provided to the emergency vehicle according to the predicted route.
