The present invention relates to a ground cleaning and monitoring system by soil cleaning, chemical oxidation and extraction of ground pollutants. More specifically, the water containing a detergent for increasing pollutant solubility is injected into soil voids through wells to desorb the pollutants adsorbed on the soil. At the same time, oxidants are injected into groundwater and soil contaminated with oil and other organic compounds to decompose oil pollutants in contact with the oxidants into carbon dioxide and water in the ground and to perform direct in-situ oxidation.
