The present invention relates to an environment-friendly thermal shield film using non-radioactive stable isotopes and a manufacturing method thereof, and more specifically, to an environment-friendly thermal shield film using non-radioactive stable isotopes, which comprises: a substrate layer; and a thermal shield layer formed on one surface of the substrate layer. The thermal shield layer includes stable isotopes of elements that constitute a precursor and is configured to include a non-radioactive stable isotope tungsten bronze compound having a hexagonal structure in the form of oxygen-deficient ^(Y)A_x^(182,183,184,186)W_1O_(3-n). The thermal shield layer is configured to prevent generation of radioactive materials, fundamentally block haze, and improve visible light transmission and an infrared rejection, and problems related to thermal resistance and durability, caused when the thermal shield layer is made of the non-radioactive stable isotope tungsten bronze compound, can be solved by a passive film.
