The present invention relates to an image monitoring system installed outdoors or on a road. A multi-purpose road image monitoring system comprises: a bracket attached to the upper portion of a housing to block solar heat; a housing including a video storage server, a server controller, an optical controller, a field signal input/output controller, a power controller, and an image transmission server therein; a high performance vehicle number recognition camera attached to the lower portion of the housing to obtain the image of a vehicle license plate; an infrared LED floodlight attached to the lower portion of the housing to project an infrared ray to increase the recognition of the image acquired by a camera; and a thermal image sensor (TOD) attached to the lower portion of the housing to detect the infrared ray of a vehicle or a person and recognize a presence thereof. It is easy to install and accurately recognize vehicles at night or in rain.
