FIELD: manufacturing technology.;SUBSTANCE: invention relates to production of non-detonable solid-propellant composition used in oil production intensification systems, including in chimney pneumatic drive chambers and hulls of deformed explosive packers used for insulation of oil reservoirs. Non-detonable solid-propellant composition contains components at the following ratios, wt%: ammonium nitrate 70–85, butadiene-nitrile rubber with nitrilacrylic acid content in range of 26–40 % 10–29, a combined catalyst comprising sodium salicylate and potassium double-borate in ratio 10:1 1–5, fluoroplastic-4 0.5–1.0 over 100 %.;EFFECT: invention is aimed at elimination of transition of the process of stationary layer-by-layer burning of solid-fuel composition to smoldering mode in the pressure range of 4–11 MPa with preservation of the ability for layer-by-layer combustion without transition to detonation at high (more than 30 MPa) pressure and higher density and specific volumetric gas formation of mechanically compacted composition due to improvement of its compactibility.;1 cl, 1 tbl
