The present invention provides a process for reducing or controlling waste water and pollutants from emulsion polymerization resin production, the process comprising the steps of: (1) optimizing an emulsion polymerization reactor to extend a purification interval of the reactor such that the volumes of the reactor are increased Reactor cleaning waste water and pollutant release be extended; (2) demulsifying latex filter cleaning effluent and removing a latex material to reduce the volume of pollutant discharge; (3) demulsifying the highly concentrated reactor purification effluent, then performing flotation recovery; (4) mixing the graft polymerization waste water and 1,3-diene polymerization waste water, then performing demulsification; (5) mixing the demulsified latex effluent and condensation and drying effluents, then performing a coagulation and depressurization flotation treatment; and (6) implementing a biological treatment process on the effluent stream from the coagulation and depressurization flotation treatment to remove an organic material, nitrogen and phosphorus. The process of the present invention has the characteristics of reducing pollutants at a source, increasing product yield, saving resources, utilizing different treatment according to the sewage property, and reducing the cost of treatment.
