There is provided a transparent substrate having an antifouling film which, when used as a covering member having an antifouling film of an in-cell capacitance touch-type electrostatic liquid crystal device, can reduce the whitening of a liquid crystal panel while fully preserving an antisoiling property and a touch sensitivity. The transparent substrate having an anti-soiling film comprises: a transparent substrate; and an antifouling film provided as an outermost layer on a main surface of the transparent substrate, wherein a surface form of the antifouling film is a rough shape whose arithmetic mean roughness Ra is 0.01 μm or more and the surface resistance measured on the surface of the antifouling film , 1.0 × 10 ⁹ to 1.0 × 10 ¹³ Ω / □.
