A locking and external-fixation device for treatment of a tibial fracture. The device comprises a long-shaped frame body (1) and multiple screws. Multiple threaded holes (2) are transversely formed in the long-shaped frame body (1). The screws are screwed into the threaded holes (2). The threaded holes (2) of the frame body (1) match threads of the screws, so that the effect of connecting the frame body (1) to the screws is achieved.
