The present invention relates to a method and apparatus for reducing secondary pollution and recovering dyeing and finishing waste water for reuse. A wastewater recovery device comprises a bypass control unit, a sieving module, a pH value adjusting module, a coagulation and skimming module, a cooling unit, a decomposition module and removal of microorganisms, an ion filtration unit and an evaporation unit.
