A method comprising including an indication in a control message to generate a control reconfiguration related to a transmission without grant, which may be uplink without grant or downlink without grant. The message may be a Radio Resource Control (RRC) message. The indication may be included in a semi-persistent scheduling (SPS) information element. The indication may comprise a follow up layer1 activation signal indicator; and/or an SPS Radio Network Temporary Identifier (RNTI). The indication may be identified to determine whether to await further signalling or perform transmission without requiring further signalling. The RNTI may be used to determine whether layer1 signalling is awaited. The Radio Access Network may be a New Radio/5G network.
