PROBLEM TO BE SOLVED: To reduce overhead caused by frequently transmitting a scheduling request in a wireless communication system. User equipment UE determines whether or not a first trigger condition is satisfied. The first trigger condition is that new data arrives in an empty send buffer or new data that arrives in a non-empty send buffer has a higher priority than data already stored in the non-empty send buffer. And the second trigger condition is that the timer for the data in the transmit buffer has expired.
