PROBLEM TO BE SOLVED: To provide a balance wheel capable of facilitating a step adjustment work. A balance wheel includes a main body including a rim 110 and an arm 121, an adjusting weight 131, and a scale 213. The adjusting weight 131 is provided on the main body portion, and the position of the center of gravity relative to the main body portion changes due to rotation. The scales 213 are provided on the main body or the adjusting weight 131, are arranged on the circumference centered on the rotation center of the adjusting weight 131, and the rotation angle of the adjusting weight 131 and the adjusting weight 131 give to the balance wheel.
