To provide a transparent resin layer for decorative sheet consisting of a monolayer film of an ionomer element containing no resin component other than an ionomer nor an additive (such as a crosslinking agent), and achieving excellent heat resistance and scratch resistance, and a manufacturing method therefor, and a decorative sheet and a decorative plate having the transparent resin layer.SOLUTION: There is provided a transparent resin layer for decorative sheet, in which (1) the transparent resin layer is constituted by an electron beam crosslinked article of an ionomer consisting of an ethylene-methacrylic acid copolymer and a zinc ion, and (2) the transparent resin layer has melting point measured by DSC of 74 to 88°C, dimensional change rate measured by heat machine analysis with tensile mode 90°C of 5% or less, and storage elasticity measured by dynamic viscoelasticity analysis with tensile mode 100°C of 2×10to 1×10.SELECTED DRAWING: None
