The present invention includes a phase transition layer containing a plasticizer and a lithium salt, a porous polymer sheet layer, and a solid polymer electrolyte layer, and the phase transition layer, the porous polymer sheet layer, and the solid polymer. Provided is a composite solid electrolyte membrane for an all-solid-state battery and an all-solid-state battery including the composite solid electrolyte membrane in which the electrolyte layers are sequentially laminated and the phase transition layer is arranged so as to face the negative electrode during the manufacture of the electrode assembly.
