To provide a mixer for generating a fine bubble-containing fluid with high bubble concentration and a generation device and a generation method of the fine bubble-containing fluid.SOLUTION: In a mixer 1 including an inner pipe 20 and an outer pipe 21: the inner pipe 20 is inserted into the outer pipe 21; one end 201 of the inner pipe 20 is positioned at the inside of the outer pipe 21; the inner pipe has a first flow passage 20c flowing a first fluid being a liquid or a gas inside; a second flow passage 21c is formed between an inner surface of the outer pipe 21 and an outer surface of the inner pipe 20; the second fluid being a liquid or a gas is flown in the second flow passage 21c; the first fluid is flown via the first flow passage 20c and the second fluid is flown via the second flow passage 21c in a downstream side region 18 in the outer pipe 21; and the stream of a gas-liquid mixed phase fluid where the liquid and the gas are intermittently flown is formed in the downstream side region 18. In a bubble-containing fluid generation device, high pressure is applied to the gas-liquid mixed phase fluid from the mixer 1 under back pressure adjustment.SELECTED DRAWING: Figure 2
