To provide a call control device, a method, a program, and a system that can reduce user's time and effort for selecting whether to originate a call to a recipient registered as a crank caller.SOLUTION: A call control device 1 includes: a recipient acquisition unit 111 for acquiring identification information of a recipient called by a call terminal; a registration determination unit 112 for determining whether or not the identification information is registered as a predetermined caller; a customer information storage unit 122 for storing information indicating a user's operation for a first call when the registration determination unit determines that the identification information is registered as the predetermined caller and the user makes the first call to the recipient corresponding to the identification information; and a call control unit 113 for determining whether or not to stop a second call and thereafter on the basis of the information indicating the user's operation for the first call stored in the customer information storage unit, when the registration determination unit determines that the identification information is registered as the predetermined caller and the user makes the second call and thereafter to the recipient corresponding to the identification information.SELECTED DRAWING: Figure 2
