PROBLEM TO BE SOLVED: To realize routing control of high goal achievement level in a short time, by using event information as external information, and predicting traffic demand with high accuracy, and enabling classification of event traffic with high precision on the basis of background traffic.SOLUTION: A traffic demand prediction device for predicting demand of traffic in a network includes acquisition means for acquiring background traffic, i.e., traffic not related to event information, from traffic information collected from the network, and traffic demand by characteristic calculation means for calculating traffic demand by characteristic, by comparing dispersion of predicted values of event traffic in the event information with the background traffic, and then determining the characteristic of the event traffic.SELECTED DRAWING: Figure 3
