PROBLEM TO BE SOLVED: To make it possible to stabilize the injection of water plasma.SOLUTION: A vortex water flow generator (160) forms a whirl-water flow (W) for arc discharge to pass through. The vortex water flow generator includes: a tubular portion (162) for forming a vortex water flow along the inner circumference; a first intermediate partition portion (163) and a second intermediate partition portion (164) projecting from the inner periphery of a tubular portion; a rear partition part (165) formed on the rear end side of the tubular portion and a front partition portion (166) formed on the front end side of the tubular portion. Each of the partition portions includes openings (163a to 166a) so as to include the central axis position (C1) of the tubular portion.
