PROBLEM TO BE SOLVED: To solve the problem that a conventional attendance confirmation system has beacons and has a complicated configuration.SOLUTION: Two or more participants can be managed in a simple configuration by a participant management device 1 which is implemented by a master terminal and comprises: a master terminal identifier storage unit 111 in which a master terminal identifier identifying the master terminal is stored; a master terminal identifier transmission unit 12 which transmits the master terminal identifier by short-range wireless communication; a slave terminal identifier reception unit 13 which receives two or more slave terminal identifiers identifying two or more slave terminals which have received the master terminal identifier by the short-range wireless communication, by relaying between the two or more slave terminals; and a participant information output unit 151 which outputs two or more pieces of participant information which are information about participants corresponding to the two or more slave terminal identifiers received by the slave terminal identifier reception unit 13.SELECTED DRAWING: Figure 1
