A film-forming coating liquid of the present invention is prepared by dissolving or dispersing the following components in a mixed solvent containing an organic solvent: an organic compound capable of forming a chelate with a metal alkoxide (component A); any one among hexavalent silane compounds represented by formula (2) and hydrolysis condensation products thereof (component B); and any one among metal alkoxides represented by formula (3): M(OR^10)_n and hydrolysis condensation products thereof (component C). The molar ratio (M1/M3) of component A (M1) to component C (M3) is in the range of 0.25 inclusive to 2.0 exclusive, and the molar ratio (M2/M3) of component B (M2) to component C (M3) is in the range of 0.5 inclusive and 8 inclusive. The formulas (2) and (3) are the same as specified in the specification.
