PROBLEM TO BE SOLVED: To inexpensively and accurately detect the crossing entry of a plurality of trains by utilizing an electronic train detector and an on-vehicle signal reception device even without a crossing object detection device.SOLUTION: Through acquisition of train detection results APR, BPR, and BBuR from a start-up electronic train detector at a warning start point ADC added to a rail track 10, an end electronic train detector at a warning end point BDC, and an on-vehicle signal reception device BBu near the warning end point BDC, a train crossing entry detection unit 45 detects a train entry to a railroad cross 13 when the end point detection result BPR and the on-vehicle signal reception result BBuR both become on-rail states, and a train crossing exit detection unit 46 detects a train exit from the railroad cross 13 when the end point detection result BPR and the on-vehicle signal reception result BBuR both become off-rail states after the detection of the train entry to the railroad cross 13.SELECTED DRAWING: Figure 1
