An apparatus of the present invention includes: an information acquisition unit configured to acquire target cell information indicating a target cell of minimization of drive tests (MDT) measurements in an idle mode of a terminal apparatus; and a communication processing unit configured to transmit the target cell information to the terminal apparatus. The target cell includes a downlink only cell.
