PROBLEM TO BE SOLVED: To provide a SERS analysis substrate capable of increasing the intensity of a surface enhanced Raman scattering and measuring a uniform signal distribution with high reproducibility, and to provide a manufacturing method of the same in mass production and a method of application of the same.SOLUTION: A surface enhanced Raman analysis substrate enhancing an optical response of a subject material comprises: a substrate; a slab material positioned on the surface of the substrate; and a metallic material at least positioned on the slab material. The substrate includes a surface layer at least in contact with the slab material, and the slab material includes a material of a higher refractive index than a refractive index of the surface layer. There are also provided a plurality of holes which are periodically arrayed and reach from the surface of the slab material. The metallic material is positioned on the surface of the slab material and the surface layer of the substrate through each of the plurality of holes, includes a complementary metal structure, and has a plurality of resonances determined by the diameter and cycle of the plurality of holes.SELECTED DRAWING: Figure 1
