To provide means for inexpensively and efficiently manufacturing a high-quality product with great beauty by miniaturizing air bubbles and voids on a surface of a fluid and within the fluid.SOLUTION: A fluctuating inertia force application device includes an installation base for installing a container accommodating a fluid containing air bubbles and/or voids, and inertia force application means for uniformly applying a fluctuating inertia force to the whole fluid within the container installed on the installation base. The inertia force application means applies the inertia force based on an acceleration exceeding 1 time (1 G) of the gravity acceleration of the earth.SELECTED DRAWING: Figure 1
