To provide an end mill capable of inhibiting a crack, a yellow band, a lack of paste and fluff, when optical film cutting is performed.SOLUTION: An end mill for cutting an optical film has a body 20 that rotates around a rotating shaft 22, and a cutting blade 10 that is constituted as an outermost diameter in the state of protruding from the body. An angle of torsion of the cutting blade is 0°, and a rake angle α is in the range of 5° to 45°. An optical film manufacturing method includes cutting an end surface of the optical film by using the end mill for cutting the optical film.SELECTED DRAWING: Figure 1
