This filter selection method includes: a step in which frames to be encoded for a low-temporal-resolution moving picture are generated from frames for a high-temporal-resolution moving picture in accordance with a filter coefficient; and a step in which deviations between the frames for the high-temporal-resolution moving picture and the frames to be encoded for the low-temporal-resolution moving picture are acquired for each of the frames to be encoded, and a filter coefficient which minimizes a weighted sum of the amount of codes generated from the frames to be encoded and the deviations is selected from a set of filter coefficient candidates such that the sum of the deviations falls within a predetermined range.
