An embodiment of the present application discloses a method for constructing a vertical positioning model, used by a network apparatus to acquire vertical information of a mobile terminal according to the vertical positioning model, thereby improving the efficiency of a network apparatus in acquiring vertical information of a mobile terminal. The method of the embodiment of the present application comprises: determining a signature feature of measurement report call information (MRCALL) from a measurement report (MR) of a mobile terminal, the signature feature of MRCALL being the percentage at which a cell appears in a call by the mobile terminal; acquiring an environment measurement signature feature of a target building, the environment measurement signature feature being the percentage of the target building occupied by the cell, and position information of the target building corresponding to position information of a current position of the mobile terminal; and constructing a vertical positioning model according to the MRCALL signature feature, the environment measurement signature feature, and height information of the target building, the vertical positioning model being used to measure vertical information of a target mobile terminal.
