The method involves positioning vertical bars (8) inside the holes of the formwork blocks (5) so that the bars extend from the ground up to the level of an upper surface of an upper row of the blocks. Horizontal bars (7) extending at the level of the ground are positioned, so that the bars (8) cooperate with the bars (7) before casting a base slab covering the bars (7) and/or the concrete by the top in the holes. An independent claim is also included for a civil engineering structure such as a swimming pool and a liquid manure or water reservoir.
