Provided is an operation schedule creation device (100A) comprising: a section selection unit (12) that selects at least one section as a selected section from an incomplete automatic operation zone; a reservation unit (14) that offers a reservation for remote operation of a vehicle in the selected section; and an operation scheduling unit (13) that creates an operation schedule, wherein the vehicle operation mode in the selected section is set, on the basis of the reservation result, to either one of the following vehicle operation modes, that is, a remote operation mode in which an operation control device performs at least a part of an operation task in accordance with remote operation by an operator outside the vehicle and an incomplete automatic operation mode in which the operation control device (51) performs at least a part of the operation task in response to operation by an occupant.
