Provided is an electronic manual preparation device which enables easy displaying of an electronic manual that is appropriate for the current condition. This electronic manual preparation device is provided with: an operation extraction unit for extracting an operation from an electric signal; a tag generation unit for generating a tag corresponding to the operation extracted by the operation extraction unit; and a manual association unit for associating information about the tag generated by the tag generation unit with information about an electronic manual corresponding to the operation extracted by the operation extraction unit. The preparation device makes it possible to easily display an electronic manual corresponding to an operation.
