The invention relates to the field of the oil-extracting industry. A plant comprises an above-ground frequency generator combined with a power-supply and control unit, and two downhole instruments. One instrument is in the form of an electro-hydraulic downhole instrument with a plasma discharge device with directed action and is intended for creating microfractures in an oil formation. The other instrument consists of alternating microwave and acoustic emitters carrying out a simultaneous or alternating action on the oil formation. The invention is directed towards increasing the economic efficiency and environmental friendliness of extracting highly viscous heavy crude oil or bitumens from a horizontal well.
