By means of hot metal desulphurization and slag skimming, optimization of a converter steel-tapping and oxygen-remaining system and a slagging system, an RH furnace vacuum decarburization and alloying process, LF diffusive deoxidation, slagging and bulk deoxidation, reasonable ladle argon gas bottom-blowing control in a whole smelting process, full utilization of carbon content control and metallurgical thermodynamics and dynamic conditions of desulphurization, and the carbonization prevention and quick desulphurization process, the LF slagging and the desulphurization effects are obvious, the purity of hot metal is high, the quality of a casting blank is good, and the content of inclusions of a steel plate at a level of 1.5 is controlled to be 99% or more.
