Disclosed in the embodiments of the present application are an internet of vehicles communication method, a central server, and a regional server. The internet of vehicles communication method comprises: a first distribution module receives report data from a vehicle and sends same to a first regional server in a first cluster, the report data comprising information regarding a first location of the vehicle; the first distribution module receives information regarding a second position of the vehicle sent by the first regional server, the second position being a position the vehicle will reach predicted by the first regional server on the basis of the first position, and the second position being located outside a service area of the first regional server; the first distribution module determines that the second position is located outside a service region of the first cluster, and the first distribution module acquires an identifier or an address of a second distribution module on the basis of the second location; and the first distribution module sends the identifier or the address of the second distribution module to the vehicle.
