The present invention relates to a system for quantitatively assessing skill level in otolaryngology or neurosurgery surgery on the basis of virtual reality, the system comprising: goggles for visually providing space information to a medical trainee; a controller for mapping, in the space information, moving information about the movement of the hands of the medical trainee; a space information receiving unit for receiving the space information provided by the goggles; a moving information receiving unit for receiving the moving information, of the medical trainee, mapped by the controller; a reference data configuration unit for receiving, in advance, and configuring, on the space information, pre-configured reference data associated with the moving information; and an assessment measurement unit for calculating a quantitative score of the moving information of the medical trainee.
