Disclosed is a device for adjusting the heat transfer capacity of a roadbed in a cold region, the device comprising a compressor (3) in communication with an electromagnetic four-way valve (4); a first pipe body with a protruding end A (603) and a protruding end B (604); and a second pipe body with a protruding end C (704) and a protruding end D (705), wherein the first pipe body and the second pipe body are respectively embedded in a maximum freezing depth layer (1) and a stabilized layer (2), the protruding end A (603) and the protruding end C (704) are respectively in communication with the electromagnetic four-way valve (4), and the protruding end B (604) and the protruding end D (705) are respectively in communication with a refrigerant expansion unit (5). According to a control method for the device, a controller (9) is connected to the compressor (3), the electromagnetic four-way valve (4) and a power source (12), and a first temperature sensor (10) and a second temperature sensor (11), which are connected to the controller (9), are respectively arranged in the maximum freezing depth layer (1) and the stabilized layer (2).
