The invention relates to the field of radio frequency engineering, and more particularly to an integrated information satellite system. The technical result is to allow global continuous three-dimensional radar observation of the Earth's surface and near-Earth space with the potential for analysing events, targeting moving objects and carrying out real-time assessment of variables of the movement of said objects, and also to provide a global satellite system for personal communications, video broadcasting and broadband interactive Internet services. This technical result is achieved by means of the low-orbit grouping of relay satellites, in which a first group of satellites transmits signals of the personal communications, video broadcasting and interactive services system in an L-range, and a second group of satellites transmits said signals in an X-range, said ranges being designated for radar probing. In mobile communications uplinks, reflected probing signals are received in the X-range by the satellites of the first group, and in the L-range by the satellites of the second group. Information is transmitted via intersatellite communications links and radio data links to terrestrial receiving stations, where multi-angle radar images are formed and subjected to non-coherent integration and thematic processing.
